人民──人民──是國會與法院兩造的合法主人－─不是要推翻憲法，而是要推翻那些曲解憲法的人──。

林肯在著名的1858年和道格拉斯的大辯論後以共和黨身分爭取伊利諾州參議員一直失利後，在共和黨內聲勢逐漸上升，獲得共和黨支持競選總統，受邀在國內各地對進行競選演說。這句話摘要自他的在堪薩斯和俄亥俄州演說前的筆記。林肯在筆記手稿中，特別將 the people 再次加入，可見他想要強調的重點。

congress 會議、議會、立法機關，在此大寫特指美國國會。

constitution 體制、體質，大寫特指憲法。

pervert 在這裡當動詞指曲解、濫用、使反常；當名詞為異常行為、變態，比如：Are you a pervert?
